FSI and DCSA arms

I came across these two US departmental arms recently, and thought I'd post them :

Defense Counterintelligence & Security Agency, introduced in 2019.

DCSA arms - 2019.png

The DCSA uses two renditions : (a) the seal and (b) the arms only. Is the eagle supposed to be a crest or a supporter? It's carrying the shield of arms by a chain in its talons.

The FSI torse has only four folds instead of the usual six. There really is no valid reason to do it differently.

I find that after they put a blue charge on a blue field, that the numbers of folds is the least of the problems.
