It is pretty much the same across the board, including the Danish Order of the Dannebrog; the Norwegian Orders of St. Olav and of Merit; all the multi-class Portuguese state orders; the Spanish Orders of Charles III, Isabella the Catholic, and Alfonso the Wise; the Belgian orders of Leopold, the Crown, and Leopold II; Hungary's Order of Merit; Italy's Order of Merit; the Polish Order of Virtuti Militari, and many others.
Germany's Federal Order of Merit uses the designations "commander" (Komturkreuz), "officer" (Offizierkreuz), and "knight" (Ritterkreuz) only in awards to foreigners, but as with the others listed above, commander and officer outrank knight.

I believe most of those orders, Knight is the lowest grade, this is because, all members are knights.
