City fathers? I have never heard that term.


It's a rather old-fashioned term for those elected or appointed to run the affairs of a city or town. I imagine it is a loose translation of the word Alderman (the "elders") - English boroughs used to have both aldermen and councillors, the former usually selected from among those who had served long and (mostly) honourably as councillors.
