Impaling arms with the Canadian arms would be a different ballgame, though. It doesn't seem to be the custom in any country for the head of state to marshal his/her arms with those of the country.
The Queen probably approved the decision, but I wouldn't say it derives from her, because the idea probably didn't originate with Her Majesty. It is important to keep in mind that the GG is a viceroy, but that Canadian Heralds report to the GG. The CHA doesn't even have its own website. That might explain why the GG in Canada receive an augmentation as a rule, whereas augmentations for simply holding an office are unheard of elsewhere. External ornaments were at one point usual for certain offices, but now only the traditional symbols are kept.
