I'm sure that's the excuse, but am not buying it. No one produces military heraldic articles from the blazon. Who in his right mind would even know what it meant? (Yes, that is a reflection on all of us!) Blazon or not, there's still a technical drawing and written manufacturing specification with exact shades of colors, widths of separation lines, etc., etc. So there's no need to corrupt the blazon out of bureaucratic finickiness.
