The correct arms of Nice seem to have the tremount sable rather than vert:

Yes you seems to bee right there Chris. The French Blason states D'Argent à 1 aigle couronnée de gueules, au vol abaissé, posée sur un mont de 3 coupeaux de sable issuant d'une mer d'azur ondée d'argent. The Motto appears to also be wrong it should read Nicea civitas fidellissima. As state in my book Armorial Général des Communes de France by Jean-Jacques Lartigue published in 1995.

The city of Nice seems to believe otherwise. This article on the arms says that the mountain was originally green, and is today also usually depicted as green.
"L’aigle niçoise (nom féminin en héraldique) entre dans l’Histoire sur un parchemin contenant les statuts de la commune octroyés en 1431 par le premier duc de Savoie .... Pour l’essentiel, notre blason est déjà constitué : l’aigle passante (représentée avec les serres posées dans le même sens) posé sur une montagne de sinople émergeant d’une mer ondée."

Thank you Joseph. The mystery deepens. "Le plus souvent de sinople" suggests that there has long been a difference of opinion.
That the motto of Nice is "Nicea civitas fidelissima" ("Nice the most faithful city")is a rather sour joke with the Italians. Nice was Savoyan until 1860 when it was transferred to France after a plebiscite when 25,000 out of 30,000 electors voted to join France.
