I suspect that they were granted to his great grandfather Claude, who was a prominent banker and one of the founders of the Banque de France.

Were arms being granted in France during the late 18th century? I would have expected them to be assumed, as they generally were for most of French history.

Some more Presidential arms:

The late President Chirac used as a Knight of the Order of the Seraphim the wonderfully unheraldic 'arms' of France Or, the letters 'FR' conjoined Or. Supporters: A fasces Or, to the Dexter a sprig of Laurel Or and to the sinister a sprig of Oak also Or. No motto.

President François Hollande bore a similar achievement as a Knight of the Order of the Seraphim and of the Spanish Order of Isabella the Catholic; again based on the national arms, but featuring the colours of the national flag the following: Argent the letters FR conjoined Gules.

Supporters: A fasces argent, to the Dexter a sprig of Laurel Azure and to the sinister a sprig of Oak Gules.

No motto.

The aforementioned arms of Adolphe Thiers, only as a Knight of the Order of the Golden Fleece, his achievement uses a very Spanish style crest of three Ostrich feathers:

President Félix Faure bore as a Knight of the Order of the Seraphim and also as a Knight of the Order of Golden Fleece the arms Azure, two letters F conjoined in saltire Or. With respect to the Golden Fleece he also (like President Thiers) used a crest of Ostrich feathers. No motto.

President Gaston Doumergue bore as a Knight of the Orders of the Seraphim and of the Golden Fleece the arms: Azure, the letters G and D conjoined Or.

As regards the Golden Fleece, again the crest of Ostrich feathers is utilised:

No supporters or motto.

The generic crest of three Ostrich feathers Azure, Or and Azure, a torse 'of the colours', mantling Or lined Azure, and a silver barred helm pointing to the Dexter has also been used by President Raymond Poincaré:

Valery Giscard d'Estaing used a variant of the above generic crest where the Ostrich feathers went Azure, Or, Argent, Azure' as a Knight of the Order of Charles III, also with the bottom part of the mantling Argent instead of Or:

And Francois Mitterrand used a very distinctive crest as a Knight of the Order of Isabella the Catholic which merely copied the charge in his arms:

Both Albert Lebrun and his successor Rene Coty used the alternative national coat of arms of Azure, a branch of Olive and a branch of Oak in Saltire charged with a fasces per pale and a ribbon with the motto LIBERTE EGALITE FRATERNITE all Or as Knights of the Order of Christ:
