Appalling emblazonment of the shields. Are the sable and or borders supposed to be part of the designs or not? As for the scroll + scribble, words fail me.

The Black Shieldshaped backgrounds I'am not sure that they are realy part of the Design. But are perhaps to represent the Pocket Fobs to which the Shields are fastened to the Uniform. As for the Scribble on the Scroll It think thay are not to be any particular words, but only to represent writing in general.

I stand corrected, it appears that the Brodure Sable is part of the Design as can be seen on the shoulder of this Gendarmerie Colonel with a Unit Fanion.

I'm inclined to think that the black border is not part of the blazon. The embroidered shoulder patches evidently have black backings which shows around the shields, which are outlined in gold. The officer's medal ribbons too are on a black backing. On the other hand, the shields as displayed on the cap badges do not have bordures.

Blazons of gendarmerie arms on this page do not mention bordures either.

Yes it appears that the Black border is not part of the Arms themselves. But are only an additon to the Cloth Insignia.
