The International Association of Amateur Heralds

Looking forward to seeing whatever sort of certificate they will issue upon successful registration. The certificates issued by the two Belgian heraldic agencies (posted recently on this forum) will hopefully inspire something equally nice.

Update : the Commission nationale d'heraldique no longer registers personal arms. The regulations which govern the commission were amended in October 2020, and since then its jurisdiction has been confined to municipal arms (which was its original function). So registration of personal arms didn't last long, only five and a half years.
