The former Portuguese Province of S. Tomé e Principe gained independence in 1975. At that time it did away with the Municipal Arms granted during the final Years of Portuguese Rule (those of the Capital S. Tomé and the City of San Antonio), but created new Arms. Rather interesting they include a Crest, not common for Portugese Municipal Heraldry. This leads me to wonder who created this new Heraldry? Does anyone here knows more?

Clearly this series of arms must have been conceived by one person, and emblazoned by one person (not necessarily the same individual).
The style is almost idiosyncratic. I wonder whether these arms are still in use.

The Style also appears in the National Coat of Arms of S. Tomé e Principe.
The Palmtree symbolises the main crops of the Islands cocoa, copra and coffee. The Star in the Crest symbolises the Republican form of governement. The Supporters is a Falcon and Parrot symbolising the Birdlife of the Islands. The Motto translates as Unity, Discipline, Work. On the Scroll above the shield the Name of the Country.
