The National Arms of Tanzania

Can anyone help me as regards blazoning these Arms? They are a modified version of the Arms of Tanganyika; granted on independence by the College of Arms to the newly independent state; then altered by incorporating chsrges representing Zanzibar when Tanganyika merged with that island to form Tanzania. I can find the original blazon for the Arms of Tanganyika, but can find no references to the blazon of the Tanzania Arms. Any help would be gladly appreciated.

Well, it seems to be that they are quartered per fess, 1st Or the head of a torch enflamed proper; 2nd per bend sinister Vert and Azure a bend sinister Sable fimbriated Or; 3rd Gules plain; 4th barry wavy of six Argent and Azure; over all an axe and a hoe in saltire surmounted of a spear palewise Or. No idea if that's what the official blazon says.
