I believe it is suppose to be the elector's coat of arms, or it could be those of his heir. I know that the Hanover's used a plain gules inescutcheon for their heir, I don't know if other dynasties did it. Which is part of why I want to know where this is from.
Yes, they did. All the other agnates of the particular house would have borne the arms with no inescutcheon, red or otherwise, unless they held a second sovereignty within the empire (which was the case for example with the Prince-Bishops of Osnabruck from the House of Hanover.
