In German heraldry, there is a Kaiseradler or Königsadler, which means emperor or king eagle. It is an eagle with a crowned head, the most well known example of being in the arms of Nurnberg. It was misinterpreted as a harpy. A lot of other harpies are crowned, so that could be the heraldic origin of the harpy. I suggest the blazon: an eagle with a man’s head.
