"Proper" as having been designed and approved by an heraldic authority, as against a design cobbled together by a "design consultant" or perhaps by someone in the Public Works Department.

Interesting, so perhaps one could go "backwards" from an assumed badge design to an assumed achievement?

No reason why not, except perhaps that heraldic badges are not usually exact clones of the principal charge on a CoA.
