International congress papers

The International Congress of Vexillology (ICV) is held in odd-numbered years. The International Congress of Genealogical and Heraldic Sciences (ICGHS) is held in even-numbered years. In both cases, the papers presented at the congress are published after the event.
Many of the ICV papers are now available online at http://internationalcongressesofvexillology-proceedingsandreports.yolasite.com/. Lots of interesting material there.
If only the same could be said about the ICGHS papers. Only two volumes appear to be available online (with the usual Google Book restrictions on how many pages one can view) :
