an orle and a chief

In the arms “Argent, an orle of torteaux, a chief Sable”, would all eight torteaux be visible (some skirting along the bottom edge of the chief), or would the chief be covering the top ones (leaving only three and two halves visible)?

To my mind, in English (and Scottish) heraldry, all eight should be visible. That is to say the chief squashes the shield down.

I believe the French went through a period of the chief being laid over the top of the shield and in effect hiding everything underneath.

I think if you wanted to cover the orle, you would blazon the chief overall.
