Well, I know that the National Heralds or members of the Heraldic Authorities of the following countries:
*England, Wales, Northern Ireland (College of Arms)
*Scotland (Court of the Lord Lyon)
*Republic of Ireland
*Slovakia
*Russia
*South Africa
*Belgium (can't remember which community, but it's only one of them)
*Canada (only the Chief Herald I believe)
*Also several private officers of Arms in Scotland
Does anyone know of any other Heralds-national or private-that still wear tabards, even if only very rarely, on ceremonial occasions? For example, does the National Herald in Sweden wear a tabard?

Re: Modern day tabards?
I don't know of any others, and I apologize (sort of) for stealing the thread, but just for the heck of it I've been intermittently drawing tabards of the arms of the US and its states, even though we don't have anyone to wear them and likely never will. Here they are, from the AHS forum:
United States of America
Virginia (the colonial arms, used ca 1620-1776 with the four escutcheons varying over time to track with those in the British royal arms--this is the pre-1707 version)

Thank you for that Joe; very interesting!
The tabards (although I suppose technically they are surcoats as they don't have side panels) of National Herald of South Africa, Themba Mabaso, and of Deputy National Herald, Marcel van Rossum:
