Not really because if it is a 'bend bordured', the border would be shown in its entirity, including the extremities, but the image shows that the bend is fimbriated, i.e., does not include the extremities.

Beautiful artwork, as to be expected. As cumbersome as the blazon is already, though, I think there needs to be added the position of the lion's heads on the bend. In British heraldry at least, the default position for charges on a bend is angled in the opposite direction as these.
