The Balls are taken from the ancient Roman voting system where the voters placed a white or a black ball in the election urn. The Halberd are from the Arms of the Oblast which displays a Bear holding a Halberd.

We have I suppose all heard of the white ball/black ball system of voting, still used in some London clubs I believe. But the half and half ball is an innovation I had not previously encountered. It gives the voter the opportunity to abstain actively, rather than not voting at all.
