Yes Chris sometimes it is just to accept that technology can behave in mysterious way. Well now that you and hopefully all other can see the Pictures som additional arms to fill out the missing arms.
First som notes about territorial changes. The Chita Oblast merged with the Agin Buryat Autonomous Okrug on 1 March 2008 to form the Zabaykalsky Krai. This new Region uses the Arms of the old Chita Oblast.
The Kamchatka Oblast merged with the Koryak Autonomous Okrug on 1 July 2007 to form the Kamchatka Krai.
The new arms of Kamchatka Krai.
The Perm Oblast merged with the Komi Autonomous Okrug on 1 December 2005 to form the Perm Krai. The new territory has keept the old Perm Oblast Arms.

Arms of the Sverdlovsk Oblast, approved 3 May 2005. In the Oblast Capital Yekaterinburg Czar Nikolaj II and his family was murdered in 1918. In 1960 the US U-2 Spyplane piloted by Gary Powers was shot down over Sverdlovsk Oblast territory.

I do realise that the Pskov arms are supposed to illustrate a blessing coming from heaven, but I cannot help chuckling, as the hand looks as if it is shooting the leopard, just as when we were children in the school playground we pretended our fingers were pistols.
