Gules two sturgeons in saltire proper appears to be the base half of the arms which were used in 1857:
I'm at somehwat of a loss how to describe the orientation of the sturgeons in chief. Azure three sturgeons naiant proper respectant to honour point?

How about pallwise tails outward (or noses inward)?

Re: Arms of the City of Volgograd
It shouldl be noted that the divided shield are according to the old rules of showing to which Governorate the City belonged. Later from about the 1850ies this was changed to a Canton (alltough this reform wasn't allways carried through) . Tsaritsyn as it was then belonged to the Saratov Governorate from 1780, and the upper part show the Arms of Saratov.
