The Russian Empire was divided into Governorates and Regions. Arms of some Governorates, from Wikimedia.
The Canting Arms of the Arkhangelsk Governorate.
Arms of Baku Governorate, with the Ornamentation common to all Governorates. The City of Baku had similar arms with different Ornamentation. The Burning stones denote the Great Oil Fields in the Baku Area. In which the Swedish Family of Nobel had interests before the Revolution.

Astrakhan Governorate.
Bessarabian Governorate. The Colours in the Brodure appears to have faded. It should be in the old Imperial Colours Balck-Silver-Gold in the reverse order Gold-Silver-with an additional Gold Field- Black.
