Is there a background story for the arms of Noble Lineage Izmalkow? It appears as if they are claiming the killing of a Prince or King. What about post Soviet arms? I am interested to see how Russian heraldry has changed in the nearly 100 years since the last Tzar.

You are perhaps thinking of a similarity with the Dukes of Norfolk who have the so-called "Flodden Augmentation". The Earl of Surrey (later Duke of Norfolk) did not of course kill the Scottish King James IV personally.

The Izmalkov motto "Pro Patria Moriamur" translates I think as Let Us Die For The Fatherland", which suggests to me that the lion rampant impaled with a dart is meant to represent the original Izmalkov who was killed in battle. The oak sprig in the left paw might then represent the hero's family, destined to grow great like the oak tree. I cannot think of any foreign kings killed in battle with the Russians, certainly none in post-medieval times. There is/was to my knowledge no non-Russian royal family with a CoA Sable a Lion Rampant brandishing in its dexter paw a Sword Or and in its sinister paw an Oak Sprig Proper.
