Update.
Good news, the Chief Investigating Officer has accepted that I and The Armorial Register Limited have a personal interest and she is willing to undertake an investigation into the concern. In the meantime as the website of the Chief Herald has posted FAQs since I received my response from the learned advocate representing Heritage Malta I have been asked to provide an evidence based response to the FAQs so that she can include my response in her deliberations. I welcome the chance to provide a response to the FAQs and will work on it over the next day or so.

I doubt that the good doctor (etc etc) had any idea that his role and the legal underpinnings thereof would receive forensic examination.

Noting your wish that any corrective legislation include a retroactive endorsement, I seem to recall that some of the discussions re: the Irish situation after the MacCarthy Mor-or-less scandal, mentioned or recommended including the phrase "for the avoidance of doubt" to avoid openly admitting that the prior grants were ultra vires. (I don't know if that phrase was actually included,)

I have today received news that The Committee of Privileges of The Maltese Nobility has written to all of their Title Holders and Members of the Maltese Nobility warning them of an unsolicited approach from "an individual styling himself Chief Herald of Arms of Malta" and stating that "The Committee has found no legislation enabling the setting up of this body or authorizing, via Heritage Malta, the official setting up of this body".

We have now arrived at the stage where, following months of investigation, the Chief Investigator has completed her report and this is being prepared for submission to the Ombudsman who will then consider it and make a judgement.
