Question: Does the Lord Lyon recognize a new clan every time he grants a coat of arms that isn't based off a previous existing coat of arms? That is the description "Chief of the Name and Arms" available to anyone who is the first person of their name to register in Scotland? Or does there have to be a historical tradition of the name being tied to a family/clan?

It is a rather bizarre situation because Lyon Office bemoans the fact that the Clan system is in danger of dying yet refuses to recognise armigers who have heraldic Badges as Heads of their Names.
