Found this just now : the arms of the Rhetorical Company (a communications training firm), as granted by Lord Lyon around 2009.

An unusual design. The symbolism is explained as :

* "Azure" : the clarity of effective message;
* "two barrulets wavy" : the reciprocal use of sound that is the basis of conversation;
* "parted Argent and Or" : "speech is silver, but silence is golden";
* "a human neuron Or" : the storage of memory and its activation that leads to behaviour.

The crest is "the figure of Rhetoric", holding Cicero's De oratore.

The motto means "Believable - open - short".

And who said that Lord Lyon could not be whimsical?

Note the use of the sallet to indicate a company/corporation rather than the jousting helm.

What is the blazon. When I see arms like this, I often wonder if the blob in base could be accurately reproduced from a blazon.

Well put indeed.
It is a pity this image shows the field in such a wishy-washy shade that looks more purpure (or lilac) than azure.
