I note from the New Year's Honours List that Philippe Patrick O'Shea, New Zealand Herald Extraordinary, was advanced from LVO to CVO.

Indeed -- but then Mr O'Shea has held office since 1978, so he has much longer service and more time to move up within the order.
At 36 years in office (next month), he must surely be the longest serving officer of arms in the world right now. Although he is a herald 'extraordinary' in the context of the College of Arms, he is de facto the head of New Zealand's heraldic establishment.
