On May 18 2013 the then Bishop of Porto Manuel José Macário do Nascimento Clemente was named the 17th Patriarch of Lisbon succeding HE José Cardinal da Cruz Policarpo. Clemente was installed as Patriarch on 7 July. Immediately D. Manuel III as he is now known was elevated to the Cardinalate following the Bulla “Inter praecipuas apostolici ministerii” of 17 February 1737.
The new Patriarch has quite simple arms:

The Patriarchate of Lisbon also has at present two Auxiliary Bishops.
Joaquim Augusto da Silva Mendes, S.D.B. Titular Bishop of Caliabria and Nuno Brás da Silva Martins Titular Bishop of Elvas.
Arms of Bishop Nuno Brás (da Silva Martins).
I have found no Arms for Bishop Joaquim da Silva Mendes.

I'm sorry but that's incorrect. I'm under the impression that the bull provides that the Patriarch will be created Cardinal at the first Consistory that occurs after he takes office as Patriarch. There have not been any consistories for the creation of Cardinals since Francis became pope. He has announced there will be one in February, 2014 and it is assumed that the Patriarch will be created Cardinal at that consistory. Until then he is not a Cardinal and is addressed as the Patriarch of Lisbon. After he is created Cardinal he will be the Cardinal-Patriarch.
As for his coat of arms all Patriarchs make use of a galero with 30 tassels. For most who are not Cardinals the galero cords and 30 tassels would be green. However, there are some archdioceses in the Church where the archbishop may wear red whether he is a Cardinal or not. Among these are Salzburg, Venice and Lisbon. Among the many extra privileges gained for the Patriarchs of Lisbon over the years by various Kings of Portugal was that of using red (originally a papal color) as well as ensigning the shield with the triple tiara. So, frequently (and because creation as Cardinal was always soon to follow) the Patriarchs of Lisbon have used a red galero with red cords and 30 tassels even before they were created Cardinals.

Yes I should have known better then trust Wikipedia. It makes sense as you write Father Guy that the must be a consitory first that can create the new Patriarch a Cardinal. Looking as his predecessor which was made Patriarch in 1998 but a Cardinal in 2001. Thanks for the correction, so I will change the Title of the Thread.

It there a special symbolism in the stars? I noticed both the Patriarch and one of the auxiliary bishops have similar but not identical stars.
