If you're looking for some heraldic reading matter, Archive.org have added a lot of books to their online library over the past few months. They include several editions of Boutell, various American, Australian, Canadian, English, Irish and Scottish publications, and some Austrian, Croatian, Danish, Dutch, Estonian, Finnish, Flemish, French, German, Italian, Polish, Spanish and Swiss works in their respective languages.
Some require you to log in with a username and password, so that you can 'borrow' the book.

I find it interesting that many (if not all) are not yet out of copyright and that some are quite recent publications (many still available as new printed books).
Of course, there are many that English speakers would not be able to purchase easily.

I think copyright is the reason why those books have to be 'borrowed', for reading online for an hour a time, and can't be downloaded.
